Plus de 150 organisations demandent à la communauté internationale de prendre position contre les raids menés dans 7 organisations palestiniennes et contre leur fermeture

Alors qu’Israël intensifie les attaques ciblant leur travail, notre groupe de plus de 150 organisations palestiniennes, régionales et internationales exprime sa solidarité complète avec les sept grandes organisations désignées de la société civile palestinienne : l’association Addameer pour le soutien aux prisonniers et les droits humainsAl-Haq (Le Droit au service de l’homme)le Centre Bisan pour la recherche et le développementDefense for Children International – Palestine (Défense des enfants International – Palestine, DCI-P), les Health Work Committees (HWC), l’Union des comités de travailleurs agricoles (UAWC) et l’Union des comités de femmes palestiniennes (UPWC).

Le matin du 18 août 2022, les forces d’occupation israéliennes (IOF) ont mené une descente dans les bureaux de ces sept organisations palestiniennes et en ont bouclé les entrées. De plus, les IOF ont confisqué des documents et du matériel et ont détruit des objets. Des ordonnances militaires ont été fixées sur les portes des organisations, imposant la fermeture des bureaux en application de l’article 319 du Règlement d’Urgence de 1945. Cet évènement survient à la suite de la désignation par Benny Gantz, ministre israélien de la défense, le 19 octobre 2021, de six importantes organisations de la société civile palestinienne comme organisations terroristes aux termes de la Loi israélienne antiterroriste (2016), étendue à la Cisjordanie le 3 novembre 2021 par une ordonnance militaire qui mettait hors la loi ces mêmes organisations.

Nous exhortons la communauté internationale à condamner sans équivoque le ciblage par Israël de la société civile palestinienne et les tactiques israéliennes visant à réprimer davantage la liberté d’expression. Les États doivent mener toute action nécessaire pour soutenir et protéger les défenseurs palestiniens des droits humains et veiller à ce que leur travail indispensable puisse continuer.

Ces raids et ces fermetures représentent l’intensification la plus récente de la campagne généralisée d’Israël visant à réduire au silence et à discréditer toute personne ou organisation palestinienne qui ose chercher à ce qu’Israël rende des comptes pour ses graves violations des droits humains, crimes de guerre et crimes contre l’humanité. Le fait de “persécuter des organisations ou des personnes, en les privant des libertés et droits fondamentaux, parce qu’elles s’opposent à l’apartheid” est une méthode assimilable aux actes d’apartheid passibles de poursuites en vertu du Statut de Rome, utilisée par Israël pour maintenir sa domination et son oppression du peuple palestinien.

Les organisations restent exposées à la clôture de leurs comptes en banque, à des interdictions de voyager, à des restrictions de circulation ainsi qu’à l’arrestation et au placement en détention des membres de leur personnel en raison de leur travail. Les attaques d’Israël contre ces organisations menacent l’existence même des organisations indépendantes palestiniennes de défense des droits humains et de la société civile, qui œuvrent pour surveiller et documenter les violations des droits humains et fournir des services élémentaires au peuple palestinien.

Nous demandons instamment à la communauté internationale d’enjoindre à Israël d’annuler sa désignation d’organisations palestiniennes de défense des droits humains et de la société civile comme “organisations terroristes”, d’abroger les ordonnances militaires désignant les organisations et imposant la fermeture de leurs bureaux, et d’abroger également la Loi antiterroriste (2016), qui ne respecte pas les normes fondamentales des droits humains.

Nous demandons de plus à la communauté internationale de prendre des mesures effectives pour mettre fin à toutes les autres actions qui privent les Palestiniens de leurs droits humains inaliénables.

Nous appelons les membres de la communauté internationale à continuer leur soutien aux organisations et à accroître leur financement, et à s’adresser aux institutions financières pour faire en sorte que les fonds soient transférés aux organisations.
